GCD’s organizational structure comprises of four different types of professionals whose specialization, experience, and background will combine to realize our missions.

Dr. Sibunruang is an internationally renowned expert on industrial policy and foreign direct investment. She has served in the Government of Thailand at the highest levels, having been both Minister of Science and Technology and Minister of Industry, as well as Permanent Secretary of Industry.

Prior to taking up her ministerial positions, Dr. Sibunruang worked for more than 20 years at Thailand’s Office of the Board of Investment, where she was finally Secretary General from 2008 to 2012.

She has also served as Chairman of the Board or Committee Member for a wide range of Thailand’s leading business and educational institutions, including the Thailand Productivity Institute, the Thailand Textile Institute, the National Food Institute, the Bank of Thailand, and Bangkok University.

Dr. Sibunruang holds a B.A. degree with First Class Honours from Chulalongkorn University and M.A. and D.Phil degrees in Development Economics from the University of Sussex in the UK. She has served as a Visiting Lecturer at Chulalongkorn University, Thammasat University, and NIDA, and is also the author of numerous reports and papers on foreign direct investment for international organizations, including the World Bank, the International Labour Organization (ILO) and the United Nations Conference on Trade and Development (UNCTAD).
